HARRISONBURG - Sen. Mark Obenshain, R-Harrisonburg, will introduce legislation in the General Assembly next month that would raise the displaying of a noose to the level of burning a cross when the purpose is to threaten or intimidate someone.
The proposed law would make the offense a felony and carry up to five years in a state penitentiary, or 12 months in jail and a $2,500 fine, or just the fine.
